The STB Releases the Draft EIS and Schedules Public Hearings!
 
The STB released its long-awaited DEIS today -- interested parties can review this huge document at the STB website:  http://www.stbfinancedocket35087.com/html/deis-report.html
 
Because it will take time to review and evaluate the DEIS, we are just releasing this preliminary statement:
 
TRAC (The Regional Answer to Canadian National) Coalition which represents more than 40 suburban communities throughout the suburbs in response to the STB Environmental Impact Study:

“While we have not had time to fully review this very lengthy document, we remain committed to serving as advocates for the more than one million residents who are negatively impacted by the proposed EJ&E acquisition by Canadian National.  This issue is of paramount importance to our communities which is evident by the record number of citizens turning out for community rallies and public hearings in addition to filings submitted to the Surface Transportation Board (STB). Just this week, residents from three more communities voiced their concerns in an overwhelming manner against this proposed acquisition whose sentiments are reflected by Commissioner Buttrey who indicated great concerns over this acquisition. We will continue to work with our leaders in Congress and the U.S. Senate during this timetable and we remain steadfast in our commitment to making sure that the economic and environmental implications of this transaction are weighed heavily against the self serving interests of a foreign corporation.”  

Excerpt from Commissioner Buttrey: “The Board must be very sensitive to the environmental issues being raised by local communities, and I am confident that these concerns will be fully explored and considered in the EIS being prepared on the schedule we adopt today.  I urge all interested parties to participate actively in this process.  At the end of the environmental review process, I will carefully consider the recommended mitigation conditions that are generated, and they will factor importantly in my decision-making process.  However, based on what I see now on the record, and what I saw when I recently visited the affected communities, it is hard for me to imagine how even the most far-reaching mitigation measures would be enough to offset or balance the environmental detriments that would flow from this proposal.”

What is TRAC?

TRAC (The Regional Answer to Canadian National) is a coalition of suburban communities that have joined forces to ensure the quality of life for their residents is not adversely impacted by this proposed acquisition. This bipartisan coalition was organized out of concern that significant issues related to public safety, environment, traffic gridlock, emergency response times and economic losses were not being adequately dealt with by Canadian National Railway (CN). TRAC includes municipal and county leaders from Lake, Cook, McHenry, Kane, DuPage and Will Counties along with northwest Indiana. Barrington Communities Against CN Rail Congestion represents the interest of Barrington area communities and is an active member of TRAC.

Schedule of Regional STB Meetings to Allow the Public to Comment on the DEIS:

Beginning on August 25, 2008, SEA will host eight open house/public meetings throughout the Chicagoland area to present the findings of the Draft EIS and receive public comments. Each open house/public meeting will offer an informal open house segment from 4:00-6:00pm, followed by a formal public meeting from 6:00-9:00pm. At beginning of each formal public meeting segment, SEA will give a brief overview of its findings in the Draft EIS and will invite interested parties to make oral comments and/or submit written comments. SEA will have a transcriber present to record the oral comments in either English or Spanish. The dates, locations and times of the open house/public meetings are :

The same short presentations will be given by staff from the Board and HDR, Inc. at the beginning of each public meeting following the schedule outlined below:

Open House: 4:00pm – 6:00pm

Staff from the Board and HDR, Inc. will be available to answer questions and help members of the public review project maps and other findings of the Draft EIS and analysis.

Public Meeting: 6:00pm – 9:00pm

Staff from the Board and HDR, Inc. will make a short presentation to the public and will then be available to receive formal comments on the Draft EIS. This portion of the meeting will be held for the purpose of receiving comment. It is not a question-and-answer session.

Beginning on July 25, 2008, speaker registration will be determined on a first come first serve basis by calling the hotline to preregister in advance (1-800-347-0689) or at the sign-in tables the day of the public meeting. Each speaker will be allocated up to 3 minutes to present his or her comments. In order to allow as many speakers the opportunity to speak, we ask that groups appoint a single spokesperson, that members of the public who have spoken at another meeting wait until others who have not spoken have the opportunity to be heard, and that speakers summarize their written comments rather then reading their full comments verbatim.
